Non thermal processing (Pulsed-light) of fruit juices

Hello everyone, I'm working on pulsed light processing of liquid food products. I came across the upper limit for the pulsed light irradiation as 12 J/cm2 (fluence), recommended by US-FDA (https://www.accessdata.fda.gov/scripts/cdrh/cfdocs/cfcfr/CFRSearch.cfm?fr=179.41). I'm very curious about the fact that why this irradiation limit for pulsed light has been chosen? What could be the exact reason for it? I would really appreciate it if anyone can help me with this.

Those standards are established after thorough study, if you have question send inquiry to the concerned regulatory agency for clarification.
