Fibre Count Declaration On Food Labels in Europe

Hi all,
I am not sure which is true because i did not find an exact info on regulations about this for Europe.
**Yes for USA it is clear fiber is counted as Carbohyrate on labels**
Question is for UE.
*Should we include fibre in carbohydrate count on food label in Europe*
Example:
If a food contains 10 g sucrose and 5 g inulin.
Which one is true ? 1 or 2?

<hr >
Attached article says;
**Dietary fibre is not accounted for within total carbohydrate on labelling.**
But there is no similar sentence in regulation documents.
Yes, there are some definitions as below ( REGULATION (EU) No 1169/2011 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL );
but fibre can be absorbed after fermented by microorganisms in human colon so can we call them as carbohyrates?
> 7. ‘carbohydrate’ means any carbohydrate which is metabolised by humans, and includes polyols;
> 12. ‘fibre’ means carbohydrate polymers with three or more monomeric units, which are neither digested nor absorbed in
> the human small intestine and belong to the following categories:
> — edible carbohydrate polymers naturally occurring in the food as consumed,
> — edible carbohydrate polymers which have been obtained from food raw material by physical, enzymatic or
> chemical means and which have a beneficial physiological effect demonstrated by generally accepted scientific
> evidence,
> — edible synthetic carbohydrate polymers which have a beneficial physiological effect demonstrated by generally
> accepted scientific evidence,
