Dissolving solution
I have small amount of rosemary herb powder mixed in a cup of water and it's only party dissolving. I was wondering if there is another powder that can be added to this water solution and dissolve the rosemary completely?

Making it into an emulsion by adding some vegetable oil along littlehydrophilic emulsifier like polysorbate 60 will create uniform dispersion of the mixture. Any emulsifier with High HLB value of 10 or higher like SSL and hydrophilic fractionated lecithin will also do the job.
